CLARKSVILLE, TN (CLARKSVILLE NOW) – A large new grocery store is coming to Rossview Road near Exit 8, as part of a development deal approved this week by the Clarksville-Montgomery County Industrial Development Board.

Meanwhile, Waffle House has announced plans to open on a site nearby.

The IDB created a plan for the site east of Interstate 24’s Exit 8, seeking a developer to meet the need for a grocery, pharmacy, restaurants and more to serve the growing residential area and hundreds of employees in the nearby industrial park, IDB Director of Economic Development Josh Ward previously told Clarksville Now.

The location is off Rossview Road and International Boulevard and consists of 20 acres zoned C-5 in the South Industrial Park. The complex would serve park employees – at Hankook, FedEx and Red Knight for example – as well as nearby residents.

This developer has agreed to build the grocery, pharmacy and multi-tenant space, Ward said at Wednesday’s meeting. The development could also include a restaurant, health clinic and food truck area.

Under the agreement, the developer will pay the IDB $3.9 million for 13.28 acres. The IDB will pay $1 million of that to Montgomery County Government to build a new road, called International Court, that will divert additional traffic off Rossview Road heading to and from the complex.

Ward said the grocer is a well-known name, but the name hasn’t been confirmed to him.

The IDB voted Wednesday to approve the terms of the deal. A vote to sell the land will come later.

Waffle House coming

Meanwhile, Waffle House plans to build on the lot behind Taco Johns, creating a 24/7 diner – a needed option for third-shift employees at the Industrial Park.

The property is .7 acres at the corner of the planned International Court, Ward said. Waffle House plans an elevated design with a half-brick exterior.

The IDB agreed to sell the property to Waffle House at the appraised value of $381,000.

Leadership change

At this week’s IDB meeting, Economic Development Council CEO Buck Dellinger announced that Ward will be promoted from director of Economic Development to vice president of Industrial Development.

Ward will replace Shea Hopkins. Hopkins, who has been in the role since August 2021, recently announced she is taking a similar position in San Antonio, Texas. She attended her final IDB and EDC meetings this week, and she was honored at both meetings for the many accomplishments during her tenure.

Since Hopkins took over the IDB, Clarksville has had several major industrial announcements, including the FedEx distribution center, the Kewpie food plant, a child care facility to serve the Industrial Park, and Clarksville’s biggest-ever industrial win: a $3.2 billion LG Chem EV battery plant.
