The departing superintendent of the Novato Unified School District will receive seven months of pay and a year of health benefits under his exit agreement.
Kris Cosca, whose resignation was announced by the district last week, will get a payout of about $135,780 for the seven months. The agreement, obtained through a California Public Records Act request, will cancel out the last two years of Cosca’s four-year contract.
Cosca’s annual salary for the 2020-21 fiscal year is $232,260. His last official day is Wednesday.
Cosca started working for the district as a deputy superintendent six years ago and was promoted in 2019. Neither he nor the district gave a specific reason for the resignation.
The district, in responding to a request for more information, said certain specifics of the negotiations or arrangements were confidential and protected under attorney-client privilege or because they relate to personnel or medical issues.
Cosca said last week only that he would be “recalibrating his life” after two years of non-stop stress over the coronavirus pandemic, social protests, fiscal crises and school closure tensions.
The 12 months of health benefits will be in effect unless Cosca gets another job that has duplicate health insurance, according to the agreement.
Cosca and the school district agreed not to file any lawsuits or other claims against each other after his departure, according to the document.
Cosca is also expected to receive a letter of recommendation from the district, the agreement says.
In the transition, former district superintendent Jan La Torre-Derby will be interim superintendent until Nov. 1. Amie Carter, assistant superintendent in the Marin County Office of Education, will be interim superintendent after Nov. 1 or until the district can complete a search for a longer-term appointee.
Cosca is leaving the district as it faces tough financial problems stemming from enrollment declines during the pandemic and increasing pension costs. The district will have a deficit of about $2.8 million by 2022-23, according to the county education office. Its parcel tax expires in June 2023, representing a loss of $4 million if not renewed.
Cosca and the district tried to close an elementary school to save money, but they retreated last month in the face of parental opposition and street protests.
Cosca’s exit package is roughly equivalent to that received by David Yoshihara, who resigned in June 2018 as superintendent of the Tamalpais Union High School District. The specifics of that agreement were not released.
Yoshihara, who was about to enter the last year of a four-year contract, received a $145,000 payout.
